The Stilwater Police Department is the main law enforcement agency in Saints Row, Saints Row 2, Saints Row Undercover, and a brief cameo in Saints Row: The Third.
Overview[]
In Saints Row and Saints Row 2, the Stilwater Police Department is one of many main antagonistic forces that oppose the Playa, Rival Gangs, and the 3rd Street Saints. Dedicated to the protection of the city of Stilwater and its citizens, the police department often resist Playa's efforts to overthrow the other gangs who hold their position on the city.
The Stilwater Police Department is known to be majorly corrupt behind the scenes. In Saints Row, Chief Monroe works alongside both the Vice Kings and upcoming mayoral candidate Alderman Richard Hughes, and under Troy Bradshaw in Saints Row 2, but are rather influenced more by Ultor.
In Saints Row: The Third, despite having been paid off by the Saints, they were instead bribed more by The Syndicate.[2]
Saints Row[]
In Saints Row, under Chief Monroe, the Stilwater Police Department have been ineffective in dealing with the Westside Rollerz, Los Carnales and the Vice Kings (the three factions that started to dominate Stilwater). Monroe orders an undercover cop into the 3rd Street Saints, to keep tabs on the members and to monitor the other three gangs at the same time.[3] While summarizing each gang, the cop notes that he'd investigate the Vice Kings more, but knows that Monroe wouldn't want him to, implying a hint that Monroe is working under the Vice Kings banner.[4]
After the 3rd Street Saints begin to retake Stilwater,[5] Chief Monroe addresses to the media, where in the past year, "the city budgeted more money for training, surveillance, undercover officers, and more sophisticated body armour and weaponry". He assures everyone that he plans to; "take the fight to them rather than wait for them to attack the citizens of Stilwater".[6]
After assassinating the Carnales leader Hector Lopez, the 3rd Street Saints anonymously tip the police off to the deal, allowing the latter to seize three million dollars-worth of drugs and guns,[7], severely affecting both the Carnales and the Colombian Cartel. Two police officers discuss Lopezes assassination, and how the case is closed, as far as Monroe is concerned. [8] Later, the 3rd Street Saints launch an attack on the police station in Encanto, reclaiming the confiscated items so that the Colombians could enter a planned deal with them.[9]
After the Playa destroys Kingdom Come Records[10] and Tanya's brothel, Benjamin King asks Monroe to put pressure on the 3rd Street Saints.[11] Dex believes that "King's obviously got somethin' goin' down with the police", with this soon confirmed; the Playa and Johnny Gat cause chaos in Downtown Stilwater while disguised in Vice King colours, forcing the police department to instead apprehend Vice King members after mounted public pressure. King assured Warren Williams that they work with the police because it gives them power, but to no avail.[12]
Dex discovers that the cops have been involved with the Vice Kings protection rackets, and that's why they begin to go so easy on the Vice Kings. After Playa and Johnny Gat cause more chaos upon the Vice Kings reputation, forcing the police to apprehend yet more Vice King members to "save face". This begins to affect the relationship between the leader Benjamin King and Monroe, and the former invited the latter to dinner to discuss things over, stating that their arrangement had been beneficial to both parties.[13]
After being overthrown by his own gang, Benjamin King helps the 3rd Street Saints in defeating the Vice Kings once and for all. Monroe later gives a media briefing, stating that the police "were successful in the apprehension, detention, and in a few cases, termination, of some of the most notorious criminals in Stilwater", and that it was a "great victory on the war on crime".[14]
Monroe also works with mayoral candidate Alderman Richard Hughes,[15] and blackmails the Playa into killing Hughes competitor, mayor Marshall Winslow in order to save Julius.[16] Soon afterwards, the Playa, Johnny Gat, and Dex take advantage of Monroe's guaranteed attendance at the late mayor's funeral to assassinate Monroe after he breaks his promise to return Julius Little.[17]
During the meeting arranged by Alderman Hughes with the playa, Troy is seen in the final cutscene leaning against a wall before pulling out his police badge, revealing he was an undercover agent in the 3rd Street Saints all along before the yacht explodes.[18]
Saints Row 2[]
Troy Bradshaw, the police officer who was the undercover agent inside the 3rd Street Saints, was promoted to Chief of Police during the time between Saints Row and Saints Row 2.
The uniform in the second consists of black shoes, dark blue pants with a light blue stripe down the side, a gun belt, a dark blue police cap with a badge on the front of it, and a light blue shirt with a blue tie. The shirt has a patch on both sides with a gold badge over the left pocket. Some police occasionally also wear dark blue bullet proof vests with the words "POLICE" on back.
The police are heavily influenced by Ultor, due to the fact they a major economic and political power in the city. Troy is torn between stopping gang activity and helping the Saints, since most of them are his old friends during the time he was undercover. The Police HQ in Saint's Row underwent renovation along with the rest of the district and includes a recreational centre for civilians, and a public relations room.
Playa and Shaundi infiltrate the HQ disguised as camera repairmen to harvest camera technology and use it to track down the Sons of Samedi leader, The General. After a brief firefight, Playa and Shaundi escape from the station.[19] Playa returns to the station to listen to recorded wiretap conversations between Troy, Dex, and Julius, as well as to find Dex's number in Troy's file on Julius.
The wiretap conversations in the Police Headquarters reveal Dex knew that Troy was a cop before the events of "Salting the Earth", referring to "the tactics, the police station thing,[9] [and] the shitty haircut" as giveaways, but Dex chose not to say anything as he wanted to leave the 3rd Street Saints to go and work for Ultor.
Troy assured Julius Little that he was in charge of the investigation into the Saints, and asked Julius Little to convince Julius' number two and Johnny Gat to "drop their flags" so that the 3rd Street Saints would fall apart and "everyone goes home happy". He answers Julius question, "You don't think this will work, do you?", with "Do you think I like arresting my friends?", and expressed genuine concern when he discovered that Julius set off the bomb, destroyed the yacht, and put Playa into a coma.
Saints Row: The Third[]
In the first mission of Saints Row: The Third, after Josh Birk accidentally sets off the alarm during the 3rd Street Saints' heist on the Stilwater 1st National Bank, the Stilwater Police Department respond by sending waves of SWAT squads, alongside a persistent Morningstar Tornado. After the Tornado crashes into the helicopter airlifting the vault out of the bank, the Playa is then apprehended along with both Johnny Gat and Shaundi.[20]
During the heist, one of the SWAT members can be heard exclaiming: "Troy can't bail you out of this one!", implying that Troy had still been helping the 3rd Street Saints somewhere after the events of Saints Row 2.[20]
Whilst in jail, the Playa asks the nearby police officers why they were arrested, one of the policeman indicate stating that "Someone paid more" (referring to the Morningstar).[2] Viola and Kiki DeWynter then enter with members of The Morningstar, and take the group to meet Phillipe Loren in his personal jet above the skies of Steelport, leaving Stilwater behind completely.
Despite the cops seen in the cutscene are supposed to be Stilwater police, they use the exact same model and uniforms as Steelports Police.
Gameplay[]
The police are a constant threat, as they can never be removed from Stilwater, and have the ability to both bust and kill the Playa.
If the Playa/Protagonist commits crimes, they gain Notoriety from the police, appearing in a blue bar with a star. The more the Notoriety increases, the better the polices strength and reinforcements will become (culminating in the dispatching SWAT teams and the FBI). Thus making it more challenging to defeat or escape them.
Officers do not confront the Playa when they fight amongst other rival factions; enemy gangs have their own separate Notoriety meters. This doesn't prevent the police however from confronting the Playa if gang warfare leads to them committing separate crimes.
One Activity in Saints Row 2 called "FUZZ", has Playa work alongside the police department disguised as a Cop, assisting in fighting criminals and such while a cameraman follows and records the footage for the show.
Locations[]
In Saints Row, the department has three police stations in total, which cover 2 precincts. Where the Playa will be taken to the nearest police station when busted by Officers.
- Precinct 7 - Brighton
- Precinct 4 - Encanto
- Precinct 4 - Harrowgate
While it is unknown what specific area each precinct covers, precinct 7 consists of the north island, and precinct 4 consists of the entire south island. If there are other precincts, they do not have police stations, and all arrests made in those precincts are sent to the police stations in precincts 4 and 7. There is an additional Abandoned Police Station in Shivington.
In Saints Row 2, there are also three police stations, but only the Police Headquarters is a respawn location after being busted. When busted on the north island, Playa respawns at the Courthouse instead of a police station.
- Police Headquarters - Harrowgate in the Saint's Row district. The building stands six stories tall, and includes a helipad where a police Oppressor or Tornado sometimes spawns.
- The title of the mission "Assault on Precinct 31" indicates that this is Precinct 31, but it is never referred to by that title in any signage or dialogue.
- Precinct 4 - Cecil Park in the Barrio District. The building stands four stories tall and has Spanish writing on it.
- Precinct 7 - Adept Way in the Downtown District. The building stands just two stories tall.
Trivia[]
- There are currently two methods to receive a cop uniform in Saints Row 2, via the Ultor Exposed DLC and the well known FUZZ glitch.
- Wearing a Police Outfit does not have any effect on law enforcement Notoriety, or the ability of actual law enforcement to not recognize the Playa.
- The only way to access the "Stilwater Police Dispatch" radio station is via law enforcement vehicles.
- Members of the Stilwater PD can be often seen eating Apollo's Brown Donuts. Occasionally, they may eat one after being Complimented. You can take the donut for yourself by bumping into them.
- In Saints Row 2, the Police hold their fire if the Playa has a Human Shield.
- This does not apply however for Steelports Police, as they will continue to shoot regardless of the npc you're holding.
- Sometimes when beating the Playa or an NPC, an officer says "No, we can't just get along!" or "Too bad there isn't a video camera!" This is a reference to the infamous Police Brutality case where Rodney King was beaten by the LAPD and it was caught on tape, after which, King said in an interview "Can't we just all get along?"
- There are considerably more female officers in Saints Row 2 than any other instalments in the series.
- The SPD's motto "To Serve and Protect" is a variation of the motto "To Protect and Serve", made famous by the Los Angeles Police Department which has been adopted with many variations by other real life police forces.[21]
- Official concept arts show there were planned to be Stilwater Police Helicopter Pilots, but they don't actually appear in game. Instead regular Police Officers or SWAT, are seen operating Oppressors and Tornados instead.

Jane Valderamma: "Jack. As if this city didn't have enough to worry about, Chief Monroe revealed today that a fourth gang has thrown its colors into the ring, doing battle on the streets of Stilwater. Chief Monroe said that the name of the new gang is... the 3rd Street Saints."
Chief Monroe: "We've identified a new cell of urban terrorists today. While they like to call themselves the 3rd Street Saints, we are calling them nothing more than common criminals. At this time we know very little about them, other than that they exist, and they are the driving force behind the recent ramp up of gang violence that has plagued this city."
Jane Valderamma: "I asked Chief Monroe how his force will handle this new threat."
Chief Monroe: "We've budgeted more money this year for training, surveillance, undercover officers and for more sophisticated body armor and weaponry. We plan to take the fight to them, rather than wait for them to attack the citizens of this great city. If we act quickly and with steely determination, these 3rd Street Saints simply can't survive."
Jane Valderamma: "It sounds as if Chief Monroe has lined up the resources he needs to stop this new gang from becoming another major danger in a town already on the ropes. From the newsroom, I'm Jane Valderamma. Jack."
Jack Armstrong: "Thank you, Jane. More from the newsroom in less than 30 minutes. I'm Jack Armstrong."

Jack Armstrong: "What you have been listening to was the live feed of a press briefing held by Chief Monroe regarding the gunfire heard at several police buildings today. He took no questions, and as I watch the video monitor here in the studio, he is already back inside tending to the needs of the community.
