Skills were first introduced in Saints Row (reboot). They are directly tied into the Flow mechanic of the game.
Flow is a point-based feature that allows you to use your abilities in combat, with your Flow Points being earned by actively being in combat.[1]
Better skills need more Flow Points in order to use them. Skills are directly tied to character progression meaning the more you level up the more skills you’ll have access to. Skills need to be activated by a corresponding key.[1] There are 19 skills, each one is unlocked when leveling up, with first one unlocked at Level 2.[2]
