The majority of gameplay is based on City Takeover, with a quest menu listing Activities and Diversions.[8]
The first Quest is named "Welcome to Hell" and consists of 2 Missions.
The final mission is named Defeat Satan.[9]

The game is set in a new city called New Hades, which has five islands[10]; "Shantytown", "The Den", "Downtown", "Barrens", "Forge", with a tower named "Tower" in the center.[11]

- Excluding Saints Row: Total Control and Saints Row: Money Shot, this is the first Saints Row game in which The Protagonist isn't a playable character.
