Notoriety is a feature in Saints Row, Saints Row 2, Saints Row: The Third, Saints Row IV, Saints Row: Gat out of Hell[1] and Saints Row (reboot).
Overview[]
Notoriety represents police alertness at a given time.
There are two separate Notoriety meters for Police and Gangs (except for Saints Row IV and Gat out of Hell, where there is only one meter). Each has a maximum of 5 levels (6 in Saints Row IV and Gat out of Hell), and the last level cannot be lost by time like the others (except Saints Row: The Third). Committing "bad" actions fills up the bar. When the bar is full, one level is added and the bar resets. Conversely, when a level is lost by time, the bar becomes full again and a level removed. There are many ways to remove all the notoriety:
- Enter and exit an activity
- Visit Forgive and Forget to remove all Notoriety for a fee (Saints Row and Saints Row 2 only).
- Visit a Plastic Surgeon to change Playa's physical appearance (Saints Row and Saints Row 2 only).
- Hide in an owned Crib or Store (Saints Row: The Third only).
- Destroy the golden C.I.D. (Saints Row IV only).
- Exit the simulation (Saints Row IV only).
- Wipe Notoriety via Cellphone (Saints Row: The Third), Hub (Saints Row IV) or Sinterpol Armory kiosk (Gat out of Hell).
The Notoriety does not decrease (regardless of level) at all when Playa is flying a helicopter/aircraft or using boat.
If any law enforcement officer sees the crime, one star of Notoriety is earned, if not the bar partially fills up. Shooting a gun or fighting each other in any store results in alarm being triggered and an instant Level Three Notoriety; blowing up a section of an El Train (which requires two separate explosions by an RPG, a grenade, Pipe Bomb or Tornado's weapons) results in an instant Level Two; destroying (either by shooting down, blowing up or crashing into with a player-flown chopper) a police helicopter results in an instant Level Five.

Ultor and Police share one Notoriety meter. If Playa is in the Ultor territory, then police officers are replaced by Ultor Security Guards and SWAT by Masako and if they exit it, Police and SWAT come back, regardless of where the fight started. As playa's notoriety level increases, the police spends less time trying to arrest the player and more trying to kill playa at all costs. As such, it is not likely to become arrested at two stars or higher.
Smoking a Blunt or drinking 40oz in front of police earns level one Notoriety.
With level one Police Notoriety, police officers chase on sight. They use non-lethal weaponry, like Nightsticks and Stun Guns, with the intent of arresting them. They attempt to use negotiation and flanking maneuvers against Human Shields. Officers only shoot if necessary.
Police officers begin to actively search at level two. Officers now shoot to kill more often and are armed with NR4 handguns and Tombstone shotguns. Police do not drive aggressively at this level, and drive jet skis, speedboats, and motorcycles when appropriate. They attempt to use negotiation and flanking maneuvers against Human Shields.
Level three starts to get more difficult. SWAT teams deploy roadblocks consisting of 2-3 SWAT vans and SWAT officers armed with AR-40 Xtnd assault rifles, SKR-9 Threat SMGs and Tombstone shotguns. Human shields are no longer spared, but officers may still try and flank Playa.
At level four, roadblocks now have the Bear APCs with them accompanied by its 360 degree rotating turret (although it is not used by SWAT). Spike strips are also used in roadblocks. Plus either Tornado with its high powered minigun and powerful laser guided rockets or Oppressor with SWAT that are armed with AR-40 Xtnd rifles, are dispatched. The police slaughter Human Shields including their own officers. Only rarely do they stop shooting and try and flank.
At the fifth level, the FBI begin showing up, driving in heavily armored SUVs. FBI Agents are heavily armed and deadly, using weapons like the AR-40 Xtnd and the GDHC .50. In addition, the Tornado continues to fire missiles and miniguns. Roadblocks still consist of Bear APCs with spike strips appearing more frequently.

Saints Row: The Third[]
In Saints Row: The Third, the Notoriety acts a little differently. The bar isn't visible anymore, if the last icon flashes, notoriety is increasing and if it blinks it is decreasing. Notoriety does not drop below level 1 while Playa is visible. Police Notoriety is indicated by police badges appearing at the bottom on the mini-map and is usually earned by attacking policemen and civilians and destroying vehicles, whether parked or driven while Gang Notoriety is indicated by pink stars appearing above the mini-map and is usually earned if the player attacks Gang Members whether they are on foot or if they are driving their vehicles.
Gangs and Police now always shoot, without trying to flank around Human Shields because of the removal of the "Arrest" mechanism.
The Gang Notoriety share one icon. Notoriety for each of the three Syndicate gangs is tracked separately, with the highest of the three displayed.[Reference needed] If Level 2 or higher Notoriety is gained with one gang and Playa moves into the territory of another gang, the former continues to spawn, until the second gang overtakes the first gang in Notoriety.

Saints Row IV[]

Saints Row IV has 6 levels of Notoriety. They become visible as activated, as 6 red bars forming a hexagon around the minimap. ZPD and Zin share same Notoriety. The Notoriety bar's speed differ depending on the difficulty scaling. This is the first Notoriety system in the series that does not force the player to flee to wipe it out, he can fight enemies until they flee.
Increasing Notoriety:
- Killing civilians/ZPD officers/Zin soldiers
- Failing or exiting Store Hacking (after "The Real World")
- Holding up a Store
- Failing Hostage Diversion
- Entering Sierra Point (restricted zone)
Removing Notoriety:
- Catching and destroying a Golden C.I.D. (after "Hack the Planet")
- Calling "Notoriety Hack" (after completing 19 Challenges)

- Exiting the Simulation (after "The Real World")

There are three acts that have different Notoriety spawns:

After certain missions, additional enemies are dispatched and new weapons are introduced:
- Warden spawns at level 6 after "Hot and Cold"

Notoriety system in Gat out of Hell is similar to Saints Row IV. There are three acts: the first one is active before 1/3 of Satan's Wrath is filled up, the second one is active before 2/3 of Satan's Wrath is filled up, the third one is active after filling up 2/3 of Satan's Wrath.

- Catching and destroying a Sin Orb (after completing at least one Extraction Facility)
- Using Notoriety Wipe menu at Sinterpol Armory (costs 100 per level)
- Killing the Level 6's Legionnaire (before Act 3) or Archduke (after Act 3)

Saints Row (reboot)[]
In Saints Row (reboot), the Notoriety system is similar to the first three games, with two separate meters for Police and Gangs, each having a maximum of 5 levels. Some missions restrict the maximum Notoriety level to 2 or 3. Getting to level 5 of the respective Police or Gang Notoriety meters will summon a Specialist with extended health.
