Harrowgate is controlled by the Westside Rollerz until the mission Reclamation. In this mission, the 3rd Street Saints, Rollerz, Vice Kings, and Los Carnales go to war over Harrowgate and Playa, Troy and Julius win, earning the neighborhood for the Saints.
Saints Row 2[]
Harrowgate is controlled by Ultor and has been reconstructed. It covers the entire west and southwest sides of the Saint's Row District. To the north lies a marina and multiple stores. The Police Headquarters is located in the southeastern region.
