In Saints Row 2, Cheats are activated through the in-game cellphone.
Note: Entering cheats may freeze your statistics, even without saving.

Entering Cheats

Once you enter a cheat and save your game, it will remain in your phone forever. You can not sort, or re-order cheats. So, entering them in the best order is something you'll want to think about before you do it.
Entering a cheat is not the same as activating a cheat. Entering a cheat will not affect you in any way. Activating a cheat will disable your ability to obtain Achievements. If you connect to X-Box Live with a save file where you have (at any time) activated cheats - it will effect the save file of the person you play with. There are 3 promotional vehicle codes (listed above) that will not affect your ability to obtain Achievements.
Anything that you're not going to access a lot should be entered last.
When you activate a cheat and save your game it will have an orange star beside it.

By entering Give Cash first you'll have the ability to press the A button over and over to gain cash.
The No Notoriety cheats will not remove notoriety forever. Putting these two high on the list is a good idea because you'll probably use them often.
The Unlimited Clip(Never Reload) cheat has the same effect as Unlimited Ammo. This does not work for thrown weapons like Satchel Charges.

You'll want to repair a vehicle more than anything else in this group.
Since you can't mod helicopters to change the style or color, I would suggest putting them near the top of this list so you can insert a bunch of them into your garage, then delete what you don't want.
Hurricanes and Mongooses have special versions. There are 4 Hurricanes, and at least 3 Mongooses. Putting these high on your list is recommended because you may want to put several into your garage to get them all, then delete the duplicates.
When you use the Bulldog code it will give you one with a gun on top that has infinite ammo.

Put weapons at the top that you're going to want to switch between fast. Like the RPG and the MacManus.
