Jane Austen appears at Kinzie's birthday celebration. She is getting her nails done by Pierce. She also returns as the expansion pack's narrator.
Asha Odekar appears at Kinzie's birthday celebration. She's playing Pin the Tail on the Donkey with CID and Zinjai.
CID appears at Kinzie's birthday celebration. He's playing Pin the Tail on the Donkey with Asha and Zinjai.
Zinjai appears at Kinzie's birthday celebration. He's playing Pin the Tail on the Donkey with Asha and CID.

Dane Vogel returns as an ally to the Saints and helps them out throughout the story. He teaches you the power of flight and super sprint.
Viola DeWynter runs Cerberus Security in Hell alongside Kiki.
Kiki DeWynter returns as an ally to the Saints. She teaches you the power of Blast alongside Viola.

Tobias appears as the playable Husk during the Easy level of Torment Fraud
Troy Bradshaw appears as the playable Husk during the Medium level of Torment Fraud
Luz appears as the playable Husk during the Hard level of Torment Fraud
Dex appears as a husk with his signature purple visor on. He is killable during Revenge diversion.
Legal Lee appears as Dane Vogel's lawyer in Hell, and is working on Tobias, Troy and Luz's cases for entering heaven.
Aisha appears in one of the five optional endings of the game.
William Sharp, Killbane, Kazuo Akuji, Shogo Akuji, Jyunichi, Mr. Sunshine all appear in the bonus cutscene for completing 100% of the game. They form an alliance to take down the Ultor Alliance.
Lin, Oleg, Carlos and Josh Birk all appear in the bonus ending cutscene for the game.

Shakespeare was Satan's former spymaster, and currently owns a nightclub Tempest. He teaches you the power of Stomp. He is based on the historical figure of William Shakespeare.
Vlad the Impaler is one of the warlords in New Hades. He teaches you the power of Aura. He is based on the historical figure of Vlad the Impaler.
Blackbeard is a pirate outlaw in New Hades who stole Lucifer's Halo. He teaches you the power of Summon. He is based on the historical figure of Edward Teach.

Satan is the main antagonist of the game. He kidnaps Playa and forces them to marry his daughter Jezebel.
Jezebel Mephistopheles is the Satan's daughter, who is going to marry The Boss.
God is the creator of the Universe that appears in the end of the game.
